Comprehensive Coverage for Every Oregon Resident

The plan covers the full range of care most Oregonians need, from routine checkups to specialists and mental health treatment. All licensed providers in the state would be eligible, with no network restrictions. Click any category to learn more.

Routine checkups, screenings, and primary care visits. The plan dedicates 15% of total expenditures to primary care, significantly above current averages, to support stronger relationships between patients and their doctors.

Specialist visits, diagnostic tests, therapies such as physical or speech therapy, and outpatient procedures and surgeries. No referral requirements or network restrictions mean you see the provider you need.

Hospitalizations and stays in skilled nursing facilities. Hospitals would operate under global budgets, giving them more predictable funding and reducing the financial instability that threatens rural hospitals today.

Mental health visits, substance use disorder treatment, crisis care, peer support, and detox services. The plan includes additional dedicated funding for mental health above current levels, integrated with primary care wherever possible.

A covered formulary list set by an independent board of pharmacists and clinicians, similar to how the Oregon Health Plan formulary works today. Brand name or specialty drugs not on the formulary may have additional cost-sharing.

Routine dental care and a limited amount of orthodontic care are included in the current draft plan. Whether this benefit may be excluded is still under discussion. Public input will influence what is included. Tell the board that dental should be included.

Equipment ordered by licensed health care practitioners, such as wheelchairs, ankle braces, and other medically necessary devices covered when prescribed by your provider.

Urgent and emergency care for Oregon residents traveling out of state, covered through a contract with a national carrier network. Oregon students under 26 attending school in other states would also be covered.

Each part of the plan shared here is preliminary, and development is ongoing. Benefits that may ultimately be excluded include vision, dental, and/or fertility services. For Most Oregonians, Costs Would Go Down

Under a universal health plan, most Oregonians would pay less for health care overall. Instead of premiums, deductibles, and copays paid to private insurers, coverage is funded through a progressive income contribution. The lower your income, the less you pay. Households below 200% of the federal poverty line pay nothing.
