It’s Time to Bring Universal Health Care to Oregon.
Since 2005, Health Care for All Oregon (HCAO) has been working to bring high-quality, equitable, affordable, comprehensive, publicly funded, universal health care to ALL Oregonians.

Health Care is a Human Right.
Universal health care isn’t a dream. It’s our most practical, affordable, and equitable path forward.
Why Universal Coverage Works
-

Smarter Spending
Health care dollars should buy health care, not insurance company profits. Universal care cuts waste and profit, directing resources back where they belong: to doctors, nurses, and patient care.
-

Better Outcomes
Universal care means everyone can get treatment when they need it, not just when they can afford it. Fewer untreated illnesses, fewer ER visits, and healthier communities for every Oregonian.
-

Freedom for ALL
Universal care means freedom to choose your doctor and hospital. Freedom to change jobs, or leave a bad situation without losing coverage. Health care should follow you, not your employer.
A Historic Opportunity
For the first time in Oregon’s history, the state is creating a detailed plan for a universal healthcare system. This work is led by the Universal Health Plan Governance Board, established in 2023, and guided by years of research, community advocacy, and legislative action.
Their plan will be delivered to the Oregon Legislature in 2026, and Oregonians may have the opportunity to vote on universal health care as early as 2027 or 2028.
