Oregonians voted YES on Measure 111, enshrining health care as a constitutional right.

As of 2022, Oregonians are the only Americans with a constitutional right to accessible and affordable health care. This is a monumental achievement and provides an incredible springboard from which to achieve truly universal health care legislation in the state.

The Right to Health Care Amendment was passed through a ballot measure, Measure 111. The measure amended the Oregon State Constitution to include health care as a fundamental right.

Prior History

The constitutional amendment was first passed by the Oregon Legislature as SJR 12 in 2021, and was then referred to Oregon's voters as Ballot Measure 111.
