The Universal Health Plan
Governance Board
In 2023, the Oregon Legislature created the Universal Health Plan Governance Board — nine experts charged with designing a universal health care plan for the state of Oregon. Their completed plan is due to be delivered to the Legislature by September 15, 2026.
The board's work is organized through five subcommittees, meets monthly in public sessions, and is actively seeking input from Oregonians across the state.
The UHPGB is a distinct, independent body from HCAO. HCAO members have been appointed to the board and its subcommittees, but the board was created by and reports to the Oregon Legislature — not HCAO.
Members, Mission & Subcommittees
The UHPGB is made up of nine experts appointed by Oregon's Governor. Their mandate is to design a comprehensive universal health care plan — covering financing, benefits, governance, and implementation — and deliver it to the Legislature by September 15, 2026.
The board's guiding principles build on the recommendations of the preceding Joint Task Force on Universal Health Care, which laid the groundwork for this legislation.

All UHPGB meetings are open to the public and accessible via Zoom — you do not need to travel to Salem to participate. Recordings of past meetings are posted for public viewing after each session.
Following the board's progress is one of the most direct ways to stay informed about the design of Oregon's universal health care plan.
