Ask Legislators to Prioritize Universal Health Care!
In partnership with Care Corp, HCAO has launched a petition on Action Network calling on Oregon legislators to make universal health care a priority in the 2027 legislative session. Every signature helps make our case: making this happen is a priority for Oregonians.
July 16, 2026 Meeting Summary
The July 16th meeting focused on: (1) impacts of recent federal Medicaid changes on Oregon, (2) updated revenue modeling, and (3) decisions regarding whether and how to include a revenue strategy in the final report.

Main focus: discussing strategies to meet the Revenue Replacement Target (RRT), Federal and state contributions, Revenue Lever Options Discussed
June 18, 2026 Meeting Summary
The Board received updates on preparation of the final report and future legislative planning. Staff presented updated expenditure projections and revenue targets. The Board discussed three options for transitioning the state to a universal health plan from the status quo.
May 21, 2026 Meeting Summary
The Board focused on: (1) Community engagement and public feedback, (2) Administrative savings assumptions and revenue modeling, (3) Revenue policy decisions and final report development.
May 12 2026 Focus Group Report
The Universal Health Plan Governance board (UHPGB) held a series of focus groups in March 2026 to gather input on its preliminary recommendations to the Oregon Legislature. These focus groups, facilitated by Artemis Consulting, sought input from targeted groups on specific questions and were not intended as a broad community engagement initiative; instead the effort was designed to inform particular aspects of the board’s preliminary recommendations, meet legislative direction, and help address questions that the board and its committees had considered but not yet resolved.
Statewide Town Hall Series
Health Care for All Oregon hosted nine Town Halls across the state in April 2026. In partnership with members of the Universal Health Plan Governance Board, we brought together hundreds of Oregonians with the people developing the plan to share where the work stands, what's ahead, and how to stay involved.
