Operations April 2025 update

The Operations Committee of the UHPGB met on April 24, 2025.  (There was no meeting in late March.)

The Committee received several drafts and reports from staff and responded as follows:

  • Proposal to structure the UHP as a public corporation was accepted by the Board March 20.

  • Committee approved developing a proposal to hold funds for the UHP in a “hybrid captive and exempt” fund in the Oregon State Treasury.  The treasury would handle banking and investment for the UHP, utilizing some but not all features of the state system, similar to what SAIF and others do now.  No significant discussion or changes to the staff report.

  • Received report on federal waivers.  The report describes several decisions that have to be made in designing the UHP.  No discussion on the specifics; committee was assumed to have read this extensive report in advance and to have no comment.  A future meeting will include recommendations on what to do about the myriad decisions that must be made.

The committee was finished with its business after 45 minutes.  It also had a bit of difficulty establishing a quorum quickly.
